The Organization for Security and Co-operation in Europe (OSCE) adopted a set of measures for the reduction of tension risks between states resulting from the use (or misuse) of Information and Communication Technologies.
This set of measures was created to complement and recognize the efforts of the international community in the promotion of a global culture of cybersecurity, and was approved by the Decision n. 1202 of the OSCE Permanent Council, on the 10th of March 2016 (PC.DEC/1202), in the form of Confidence Building Measures (CBMs). The CBMs seek to promote transparence and stability in inter-state cooperation. There are 16 structured measures that enable the participant states to identify a common and trust base for the exchange of information.
The Portuguese National Cybersecurity Centre is the national point of contact for the CBMs.
